The Journal

e-Pública – Revista Eletrónica de Direito Público is the first Portuguese public law journal, with generic and unconditioned access, referenced in international scientific indexes, such as SciELO and Latindex. It is a free, four-monthly magazine, part of the global open source movement, published by the ICJP – Institute for Legal and Political Sciences and CIDP - Lisbon Centre for Research in Public Law at the Faculty of Law of the University of Lisbon.

e-Pública aims to be a driving force of the scientific investigation of Public Law and related matters, both in the national and international scene, combining the excellence of the contents with the advantages of the electronic format. On one hand, the journal includes articles of high scientific quality on issues of interest to multiple legal systems, such as to the Portuguese and to the Portuguese-speaking countries, as well as to the European Union states’, comprising other issues which may become relevant in the meantime. On the other hand, e-Pública takes advantage of the potential offered by the internet, both in terms of the dissemination of its contents and the possibility of bearing multimedia content.

All e-Pública’s issues comprise a highlighted subject, a section with articles ranging from Public Law to related matters and a specific section on Energy, a matter particularly relevant nowadays. The highlighted subject is designed to emphasize contemporary and relevant topics, which is essential to promote a true interaction between a political and social point of view, as well as the academics’ and the world of legal sciences.

In order to guarantee the uniformity and scientific quality of its contents, e-Pública’s acceptance of articles is subject to an innovative system in Portugal of double blind peer review, which guarantees an anonymisation in the evaluation of the submitted text.

It is with great satisfaction that the ICJP – Institute for Legal and Political Sciences and the CIDP - Lisbon Centre for Research in Public Law at the Faculty of Law of the University of Lisbon invite the community to navigate this page, hoping that e-Pública will have a relevant role as a platform of scientific pluralism and rigour on which the main issues raised in the field of Public Law are discussed.

JOSÉ MANUEL SÉRVULO CORREIA

Emeritus Full Professor at FDUL
Director of e-Publica

Born in Angra do Heroísmo (Azores) in December 1937. Emeritus Full Professor at the University of Lisbon Law School and President of the Scientific Board of the Lisbon Public Law Centre. Additional Degree in Legal and Economic Sciences (equivalent to Masters Degree), Pd.D and Full Professorship in Public Law by the University of Lisbon. Honoris Causa Ph.D in Law by the University of Athens. Recently, he was appointed as ad hoc Judge at the International Tribunal for the Law of the Sea (Hamburg) and member of the Committee for the Revision of the Administrative Procedure Code and the Code for the Proceedings of the Administrative Courts.

PEDRO MONIZ LOPES

Born in Aveiro. Assistant Professor at the University of Lisbon Law School and Partner at Cardigos Law Firm. Law Degree (2004), Masters Degree (2010) and Ph.D in Public Law (2016) by the University of Lisbon Law School.
Main Researcher at the Lisbon Public Law Centre. He is also a lawyer and an arbitrator.

Pedro Lomba

Pedro Lomba holds a Law Degree and a Masters Degree by the University of Lisbon Law School. He is also a Ph.D candidate and a member of the Public Law Department. He is a lecturer at the University of Lisbon Law School. He was legal advisor to the Central Governmental Department and a lawyer in several law firms, the last of which PLMJ Law Firm. He was a columnist in several newspapers, namely Público, I, Diário de Notícias, Diário Económico, O Independente as well as a commentator at RTP N.
Throughout his academic career, he was a researcher at the following institutions: European University Institute (Florence), Yale Law School and Centre for the Socio-Legal Studies of the Oxford University. He was a member of the XIX and XX Constitutional Government as Adjunct Secretary of State and Parliamentary Affairs. He has authored several books and articles in his main areas of expertise. Currently he is a consultant at PLMJ Law Firm.

Tiago Serrão

Born in Casegas (Covilhã). Law Degree by the University of Coimbra Law School (2006) and Masters Degree in Public Law by the University of Lisbon Law School (2013).   He is, since 2013, Guest Lecturer of the Public Law Department of the University of Lisbon Law School. He is a Lawyer specializing in Public Law.

Sara Augusto de Matos

Born in Lisbon. Law Degree (2010) and Masters Degree in Administrative Law (2012) by the Lisbon Law School of the Catholic University. She is, since 2013, Guest Lecturer of the Public Law Department of the University of Lisbon Law School and, since 2015, legal advisor at the Bank of Portugal, as well as a consultant in the field of Public Law.

Mafalda Serrasqueiro

Born in Castelo Branco. She has attended the Masters Program in Constitutional Law at the University of Lisbon Law School. Law Degree by the University of Lisbon Law School (2015) and Degree in Communication Science (2008) by the Social and Human Sciences Faculty of the New University of Lisbon. She has attended the Masters Program in History, Defense and International Relations at ISCTE-IUL/ Military Academy. She is, since 2016, Guest Lecturer of the Public Law Department of the University of Lisbon Law School and, since 2015, Adjunct to the Cabinet of the Secretary of State of Education.
